A seasoned advocate for emergency preparedness, I bring over 30 years of combined professional and lived experience to the field. I am certified by the Federal Emergency Management Agency (FEMA) and the Community Emergency Response Team (CERT), and have served as a community organizer, activist, and outreach specialist.
As the founder and lead trainer of the High Alert Emergency Preparedness (HAER Prep) webinar series, I specialize in equipping small businesses, nonprofit organizations, community members, senior care facilities, and public housing residents across the Washington, D.C., Metropolitan area with critical preparedness strategies.
My commitment to service extends beyond training. I have volunteered with Generosity Feeds as part of the Food Package Assembly Team and have actively supported advocacy efforts through organizations such as DC Families for Safe Streets, the Cancel Rent Coalition, One DC, Brookland Manor Coalition, Parcel 42, the Woodner, and Empower DC. I am a two-term Resident Council President for Park Morton Public Housing and the architect of the Park Morton Equity Plan, championing equitable development and resident empowerment. The Park Morton Equity Plan was honored with the 2021 Vision Award by the District of Columbia Committee of 100 on the Federal City, recognizing its commitment to equitable development and resident empowerment.
We worked together as a team to pack 10,000 meals for hungry families in the DMV.
Despite the onset of the Coronavirus pandemic, it remained essential for community voices to be heard. In response, I organized a COVID-19-safe protest at Park Morton in 2020, implementing strict health protocols including social distancing and mandatory masking. I am proud to report that no attendees contracted or transmitted COVID-19 as a result of participating in the demonstration.
Heavy rains from tropical storms, hurricanes, thunderstorms, melting snow, and ice often hit the DC, MD, & VA areas. When that happens, we experience overflows in the rivers, pools, ponds, backups in drainage, & other waterways that cause flooding. This is just 1 of the many natural disasters to prepare for.
Preparedness is essential for ensuring safety, stability, and peace of mind during emergencies. I have actively promoted this principle through public education initiatives delivered across multiple formats: pre-pandemic in-person seminars, virtual webinars during the COVID-19 crisis, and intimate post-pandemic sessions with small cohort groups.

Life can be unpredictable, and tragedy often arrives without warning. In times of crisis, HAER Prep remains committed to serving couples with compassion and flexibility, offering wedding officiant services even in emergencies to ensure love and commitment are honored when it matters most.
In 2023, a young couple became engaged with hopes of celebrating a traditional wedding—one where the bride’s father would walk his only daughter down the aisle. Tragically, their plans were upended when her father fell gravely ill. Determined to honor their love and his presence, the couple traveled a great distance to hold a heartfelt ceremony in front of her ailing father, ensuring he could witness a moment of joy and know his daughter had found a loving partner before his passing.
It was my profound honor to officiate this deeply personal union. The father of the bride, Mr. Robert E. Hall, II, was my lifelong best friend. May his soul rest in peace.
